Obituary

Irvin McDougall, 84, of Mendota died Jan. 19, 2011, in Rockford Memorial Hospital. Services will be at 11 a.m. Tuesday in St. John's Lutheran Church, Mendota, with the Rev. Dale Peterson officiating. Burial will be at Lutheran Cemetery, Mendota with military rites by VFW Post 4079. Visitation is 4-8 p.m. Monday in Merritt Funeral Home, Mendota. He was born March 23, 1926, in Dixon to Leonard and Hildegard (Hoerner) McDougall. He married Shirley Englund on Oct. 2, 1948, in Edison Park. He served in the U.S. Army Air Corps during World War II as a glider mechanic. He worked for Illinois State Police, 1948-50; Arlington Heights Police Department, 1950-76, retiring as captain and chief of detectives; chief of the Mendota Police Department, 1976-86; director of Illinois Valley Crime Prevention Commission Mobile TrainingUnit 5 based in Princeton, 1986-96. He was past president of Illinois Association of Chiefs of Police; past president of the Illinois Police Association; and in 1996 received the Governor's Award for Excellence in Law Enforcement Training, lifetime achievement category; and was appointed to the Illinois Law Enforcement Standards and Training Board where he served as chairman 1986-88. He loved to fish, golf and loved Chicago sports teams, particularly the Chicago Bears. He was a member of St. John's Lutheran Church, Kiwanis, Elks Lodge 1212, American Legion Post 540, VFW Post 981 in Arlington Heights where he was the chief state security officer and past commander, He is survived by his wife; two sons, Patrick McDougall of Carpentersville and James (Jane) McDougall of Sycamore; two daughters, Linda (Roy) Quintanilla of Bartlett and Nancy (Todd) Holland of Mendota; 12 grandchildren, Gina and Jeff Quintanilla, Jason, Brian, Kristen, Jessica and Madeline McDougall, Robert and Nicholas Fagan, Marshall and Page Holland and Alicia Lisafeld; and four greatgrandchildren, Kaitlyn, Abigail and Jordan Lisafeld and Landon Dos Santos. He was preceded in death by his parents and two brothers, Lloyd and James McDougall. Memorials may be directed to St. John's Lutheran Church, VFW Post 4079 or Illinois Police Association.
